MINUTES OF THE BUSINESS MEETING
OF THE
MAXATAWNY TOWNSHIP BOARD OF SUPERVISORS
WEDNESDAY, AUGUST 4, 2010
Members of the
Maxatawny Township Board of Supervisors met for the regular monthly
Business Meeting on Wednesday, August 4, 2010, in the Township
Building. Vice-Chairman Gayle P. Sanders called the meeting to
order at 7:30 p.m. with Supervisor David R. Hoffman present. Also
in attendance were CEO Chris Paff and Engineer Chris Falencki.
ACTION ON MINUTES
Reading of the
Minutes of the July 7th Business Meeting was waived since
copies of the Minutes were distributed prior to the meeting. On
motion by Supervisor Hoffman, seconded by Supervisor Sanders, and
approved by all members, the Minutes were accepted as presented.
REPORTS
Supervisor Sanders presented the
report of the Berks-Lehigh Regional Police Department for the
month of June. On motion by Supervisor Hoffman, seconded by
Supervisor Sanders, the report was accepted as presented.
Code Enforcement
Officer Chris Paff presented his report for the month of July.
In addition, the following matters were presented to the Board for
their consideration:

Faddis Concrete – permit is
ready for construction of a new building, however, the
stormwater agreement has not been received.

Rodale Institute – plans for
construction of a bathroom have been received and need to be
reviewed.

Apex Village – work has begun on
a stormwater detention pond, but none of the other issues are
being addressed at this time.

Arrowhead – received a complaint
concerning the weeds, this has been resolved in the last week.
On motion by Supervisor Hoffman,
seconded by Supervisor Sanders, the report was accepted as
presented.
Sewage
Enforcement Officer Carl Wolfe. In the absence of SEO Wolfe,
Alternate SEO Paff presented the following matters for the Board to
consider:

Permits have been issued to
repairs of three systems.

Approximately 50 systems have
not yet been pumped in this cycle; however, there are reports,
which have not been entered into the system.
On motion by Supervisor Hoffman,
seconded by Supervisor Sanders, the report was accepted as
presented.
Roadmaster
Richard Grim presented his report for the month of July. On
motion by Supervisor Hoffman, seconded by Supervisor Sanders, the
report was accepted as presented.
Kutztown
University Representative Jose Molina presented his report for
the month of July, which included the following:

On August 6th, the
summer session ends.
-
Summer camps attracted about 300
young people for volleyball and field hockey.

Move in for freshman will be
August 28th and move in for upper classman will be
August 30th and 31st.
On motion by Supervisor Hoffman,
seconded by Supervisor Sanders, the report was accepted as
presented.
OLD BUSINESS
Fireworks
Ordinance. This matter
was tabled until next week’s meeting.
Friends, Inc.
Bicycle Tour. Routes for two bicycle tours, one 10-mile and
another 25- mile, with proceeds to Poverty, and sponsored by Friend,
Inc., were presented to the Board for their consideration. Further
information will be sought and referred to the Police Department.
Agricultural
Security Applications. For informational purposes, applications
are being received during the month of August for inclusion in the
Agricultural Security District.
College Boulevard
Underpass. The Township has received a notice of concern from a
resident that the College Boulevard underpass is very dark and poses
a threat to students walking back and forth from Apex Village to
Kutztown University. Township Manager Stauffer was instructed to
send letters to Apex Village and Kutztown University seeking joint
funding for a project to eliminate this hazardous condition.
NEW BUSINESS
Winter Maintenance
Agreement. On motion by
Supervisor Hoffman, seconded by Supervisor Sanders, and approved by
all members, a Winter Maintenance Agreement with PennDOT for snow
and ice removal on six State roads was approved.
Prepaid Propane.
The Township accepted a proposal from Bernville Quality Fuels to
purchase 8,400 gallons of propane during the 2010-2011 season at a
cost of #1.70 per gallon.
Upset Tax Sale.
The Berks County Tax Claim Bureau will hold an Upset Tax Sale on
September 22, 2010, for those properties that have not paid their
property taxes for 2008 and previous.
Meeting
Schedule. Township Manager Stauffer reminded the Board that the
Municipal Authority meetings of Thursday, August 5th, and
Thursday, August 26th are both joint meetings.
Deed Transfer.
On motion by Supervisor Hoffman, seconded by Supervisor Sanders,
and approved by all members, Solicitor Jill Nagy was authorized to
transfer title of the 0.83-acre tract on Koffee Lane from the
Township to the Municipal Authority.
REPORTS
Engineer Chris
Falencki presented his
report, which included the following for the Board to consider:

The permits for the Bowers Road
box culverts have not yet been issued by DEP.
-
A conference call was made with
DCNR concerning the grant for the William DeLong Park, and the
project is proceeding although actual work will not place until
next year.
HEARING VISITORS & PUBLIC COMMENT
Kathy Delong questioned if the Board
is comfortable with the construction numbers given out by the
Municipal Authority.
Barry Sokol
expressed concern with the opening of a quarry by Lehigh Cement, and
the 28 acres owned by Lehigh Cement in Maxatawny Township.
John Zima suggested
that the Board direct the Municipal Authority to provide all
financial information for the sewer project.
FINANCIAL MATTERS
Payment of Bills.
On motion by Supervisor
Hoffman, seconded by Supervisor Sanders, and approved by all
members, the bills were ordered paid as presented.
Treasurer’s
Report. On motion by Supervisor Hoffman, seconded by Supervisor
Sanders, and approved by all members, the Treasure’s Report for the
month of August was accepted as presented.
ADJOURNMENT
On motion by Supervisor Hoffman,
seconded by Supervisor Sanders, the meeting was adjourned.
EXECUTIVE SESSION.
The Board met in Executive Session
from 8:20 to 8:50 p.m. to discuss personnel.
